Wow, when Ovi said that?
SovSport.ru coverage of signing Ilya Kovalchuk by SKA St. Petersburg has him saying this:
"I can share Alexander Ovechkin's words," says Ilya Kovalchuk. "If there will be a pay cut, we will seriously consider the option of moving permanently back to our homeland and play there."

Could it be a phone cenversation between the two? Who knows, but I don't believe Ovi was ever that adamant, at least not in the media.

Ovechkin's goal has always been wining the Stanley cup (and the Olympic goal medal for Russia of course.)
He wants to win the Stanley cup because that's the most prestige hockey title in the world. The only reason for Ovechkin to actually leave the NHL is if an apocalypse happens and all the top competition leaves for the KHL. If the rest of the competition stays in the NHL even with a pay cut, then I believe Ovi will stay.
Now, what I believe it could actually convince Ovi of staying in Moscow is his family. If he can get the same economic stability in his country, then I have not doubt he could chose Moscow over D.C. After all, he loves his family and likes to spend time with them. And not to mention how much he loves his country.
But he could have done that a long time ago so as long he has the drive to win the best Hockey title in the world, he will stay even if it means keep scarifying everything else.
don't leave ovi
I think Kovi should speak for himself, I agree. Ovi has enough money for the rest of his life, but he doesn't have Stanley Cup. He needs to be white Russian with a Cup. And Crosby will always have just one cup in his bra, haha.
I think Kovalchuk quotes the Washington Post interview or its translation in the Russian press:
